Despite being one of the last few in the game, this is a very simple Scoop to complete. You'll find Leroy in Estelle's Fine-lady Cosmetics, and he's got a pretty bad neck injury. Simply talking to him enough times will convince him in joining Frank in a trip back to the Security Room. He's well enough to get there on his own two feet, so simply escort him back via the shortcut from Wonderland Plaza to Paradise Plaza.
