It is theoretically possible to save both Brad and Jessie, but it's done in a way where you stop progressing through the main Cases in the story at a certain point. You can't get through to the end of The Facts - Memories and still have them both alive. Brad turns into a zombie at the end of Case 7-2 - Bomb Collector while Jessie turns a little later in The Facts - Memories.

In order to save them both, you'd need to stop following the Cases before Case 7-1 - The Last Resort so the events that follow don't happen. Then, you need to be on the Helipad at 12pm on 22nd September to save Brad and Jessie along with any other Survivors you've picked up. This will reward you with Ending B.
