After spotting the woman Steven was holding hostage in Case 2-3 - Medicine Run, Frank goes after her. You'll find the woman in the North Plaza, outside Seon's Food & Stuff. To get there quickly from the Security Room, use the shortcut from Paradise Plaza to Wonderland Plaza, grabbing the Submachine Gun from the former on the way. At this point, there's also a very good chance you'll encounter a cult in Paradise Plaza sacrificing a Survivor. Having reached the North Plaza, head for the purple question mark on your map by Seon's Food & Stuff.

Revealed to be a character called Isabela, you must defeat her in a boss fight. Click through to our How to Beat Isabela guide for more information detailing this encounter. After completing the fight, the Case will be complete.
