Isabela has revealed Carlito has a secret hideout in the mall, so Frank needs to assist her in getting there. If you open up your map, you need to head to an abandoned store along the hallway that leads to Huntin' Shack. However, the twist is the AI isn't following you; Frank needs to follow Isabela as she determines the path there instead. Therefore, support her as she shoots the heads of zombies and clear a path for her through Paradise Plaza and out into Leisure Park. From here, you'll both cross into North Plaza and fight your way through the undead horde to the hideout. Once inside Carlito's Hideout, approach Isabela on the laptop.
