Carlito has been spotted being dragged away by a large man in the Maintenance Tunnels, which are accessed via the northwest path in Leisure Park. Grab the motorcycle when you get to the car park leading to it, then take a left and head down that road to the Meat Processing Area at the end. Inside, you'll find Larry the Butcher. This triggers a Psychopath boss fight, so refer to our How to Beat Larry the Butcher guide for more help covering this encounter. Having done so, the Case comes to a close in a cutscene.
