I found a couple of survivors in the bookstore in Wonderland Plaza. They look Japanese. Probably tourists. — Otis

Having received the call from Otis, head to Sir Book-a-Lot in Wonderland Plaza and you'll discover two Japanese men, who Frank can't communicate with. Next to the cash register is a Book called Japanese Conversation. Pick it up so it's in your inventory along with your weapons and healing items, then speak to them again. They can understand Frank this time, allowing him to tell them to follow him back to the Security Room. We recommend combining this Scoop with Out of Control so that you can take everyone back through the shortcut from Wonderland Plaza to Paradise Plaza at once.
