After receiving the radio call from Otis, head on over to Al Fresca Plaza, finding McHandy's Hardware near the entrance to the Food Court. Inside is Gordon Stalworth, hiding behind the cashier's desk. No matter how many times you talk to him, he refuses to join you... until you hit him. Pick up one of the Cardboard Boxes next to him and throw it at him. This will convince him to join you and then you can take him back to the Security Room.
