At 10am on 22nd September, you need to be in Carlito's Hideout for an interaction with Isabela. Then, two hours later at 12pm on 22nd September, the helicopter will be arriving at the Heliport on top of the Security Room . Until those times arrive, you can continue to explore the mall, but beware there are Special Forces soldiers patrolling the plazas and there's a helicopter outside in Leisure Park with mounted guns and missiles.
