Having reached the Foot of the Jagged Peak in the Gravesite Plain, you can take a right turn where the first Jagged Peak Drake is to meet the Dragon Communion Priestess at the Grand Altar of Dragon Communion. Having exhausted her dialogue, you'll be given two options: "Devour draconic essence" or "Do not partake". These two choices are linked to a Quest involving the killing of Bayle the Dread.

Choose to "Devour draconic essence" and it'll be explained you can team up with Igon to battle this optional, brutally difficult dragon at the top of Jagged Peak. There's no downside to choosing "Devour draconic essence", so yes, you should choose to do so. You'll be given the Ancient Dragon's Blessing after the conversation, and if you interact with the blood altar, you'll discover the sort of rewards you can earn if you acquire the Heart of Bayle.
