During an E3 Vita press event for European and Australian press, Sony Worldwide Studios' Michael Denny was asked whether or not the PS Vita would be region free. While not an absolute confirmation from the company, Denny did respond that "to the best of his knowledge" the PS Vita will be region free.
Both of Sony's current platforms, the PSP and PS3, are region free, so it wouldn't be a huge surprise if the company continued the trend on the Vita. The Vita's main competitor however, the Nintendo 3DS, is region-locked. One reason for region-locking software is to battle piracy, and both the DS and PSP suffered heavily from that affliction. So until we hear a definitive "yes" from Sony, we're remaining cautiously optimistic.

Region-locking is easily the #1 reason people hack their systems nowadays. Sony does NOT need to hand people that reason on their brand new handheld. Really, the hacks that remove region-locking usually also open up easier piracy, so it's to their own advantage in every way to leave it region-free. I fully expect that it will be. Now if only Nintendo would get their heads out of their butts on this particular issue...
