According to Gamerzines, the publisher will introduce a new initiative called the "Uplay Passport" with the release of Driver: San Francisco.
Similarly to other programs, the Uplay Passport will allow new buyers of multiplayer titles to play online free of charge. Those buying used copies of games will have to purchase a Uplay Passport via the PlayStation Store.
Ubisoft's yet to officially confirm the Uplay Passport at the time of writing, but we'd put money on it becoming a reality within the next week or so.
