Not too sure where I should post this, so please move if necessary mods. Well we all have opinions on what should have been done with SCE games releases this year and 2014. So here is your chance to say how you would have handled the transition to next gen, Ps3 and vita support.
To get the ball rolling here are some of my ideas(will follow later with more complete list)
Rain PS3 Vita with cross buy and play Gran turismo PS3 Vita God of War Ascension PS4 launch game LBP3 PS4 PS3 PSV early 2014
Those are just a start will follow with reasoning and how I would have personally staggered when the titles launched. There is nothing more frustrating then when games and platforms are sent out to die.
Vita in my opinion doesn't need cross but what it needs is everything else you listed GAMES. Give them games and gamers will come but even thought it would be hard getting any consumers because like I said before, Nintendo is going for the headshot with the release of Monster Hunter 4 and Pokemon X & Y this year, PS VITA might get obliberated after these games finaly get to see the light of the day.
Your 100% correct, Rain and Puppeteer I feel should have been Vita only. Unfortunately Sony is going to have to take the knock with game sales to build the user base. Soul Sacrifice was a good step in the right direction but they need to keep on the gas. Freedom wars also looks like it's going to be great(Day 1!) I still think they missed a good opportunity to launch a Vita GT.
I'm still trying to figure out what Bend studio is working on, Syphon filter perhaps? Not getting monster hunter is a big deal! Wonder what happened there?

Another point is perception there is allot of games for vita I personally have quite a backlog built up. But they are psn releases so when customers go into a store they only see a dozen or so games on the shelf hence "Vita has no games"
