It is theoretically possible to save every Survivor in the game — of which there are 49 — but the problem is you wouldn't have time to do much else, including the main story sourced from the Cases. Essentially, you'd need to pick doing one or the other; you don't have enough time to complete the main story and rescue every Survivor — it's basically one or the other. Of course, you could do one playthrough focused on the core narrative and then another to rescue Survivors, but it's extremely difficult to successfully combine the two. Can You Save the People at the Start of the Game in Dead Rising 1?

When you reach the Entrance Plaza at the beginning of the campaign, you'll need to help with building the barricade to keep the zombies out. This proves unsuccessful and the undead get in and start eating the humans you just met. Brad will call for you to meet him on the second floor, but along the way, it's not possible to save any of the people around you. It's part of the main story that they all die; you can't save any of them.
