The Want Beyond the Wall: Walkthrough
The Want Beyond the Wall is begun by speaking to Etienne in Northreach. He'll ask you to go out the gate and deliver some packages to his customers.
Go through the south checkpoint, out into the market just outside Northreach. There, you'll find all three people you need to talk to. Visit each of them in turn, handing over their packages. Afterwards, go back into the town and return to Etienne. Speak to him to end the quest.
