Before you can fight at The Forum in God of War Ragnarok: Valhalla, you'll need to have completed the main story, which means defeating Tyr four times and reaching the credits. After that, you're free to attempt Valhalla as many times as you like. In the Greek area, once you've reach the upper-level of Valhalla, you'll be tasked with defeating Valhalla's Chosen. You'll need to defeat seven of these in order to unlock The Forum, and you can keep track of them at the top of your screen.

The Forum in God of War Ragnarok: Valhalla is located in the upper-levels of Valhalla, where the environment adopts a Greek theme. You'll find The Forum above the area with all the chests and the sands which take you to Tyr. Simply climb up to reach this part of the environment, and interact with the rift to begin battling a formidable foe.
