You'll find the Suburbs Safe location down the street, beyond the ice cream truck, in a house with graffiti on the front. If you go up the stairs to the third floor, on the desk immediately to the right is an Artefact named Matchbook. Examine this and you'll notice it has a Safe code combination written on it. Now you know how to open the Safe in Suburbs.

In the same house, go down the stairs to the second floor, and look in the wardrobe of the master bedroom. The Safe is inside. Enter the Safe code combination as 08-21-36, and then loot the supplies once it opens up.
