It is quite clear that Japanese developer Capcom loves to experiment with its biggest franchises from time to time, and Resident Evil has to be one of the best examples of that. The series actually went first-person way before Resident Evil 7: Biohazard with the PlayStation 1's Resident Evil Survivor, and questionable multiplayer offerings have never been far away. The very forgettable Resident Evil: Operation Raccoon City and Resident Evil Resistance are proof of that. Not the greatest line-up of spin-offs, then, but to suggest they're all bad would be doing one select sub-series a severe disservice. When you look back on them, Resident Evil Outbreak and Resident Evil Outbreak: File #2 really were ahead of their time. A reboot makes far too much sense on PlayStation 5.
For those who don't know, these PlayStation 2 titles were online-focused co-op experiences that contained a number of different scenarios across different locations, containing classic Resident Evil puzzles and enemies. The whole package was essentially loads of various, miniature Resident Evil games packed into one, each taking roughly three to four hours to complete. You could play as lots of different characters with unique weapons and attributes attached, and there was even a mechanic where you could be bitten by a zombie and you'd then only have a limited amount of time to finish the scenario before the T-Virus took over. Pretty cool, right?
Now, it doesn't take a wizard to identify the problem here. Two online heavy games released on PS2? Yeah, they're never going to take off. While they could be played in single player, the Resident Evil Outbreak titles were designed around co-operative play, and so they only really got their due on PC. I don't know a single person who owned the PS2 Network Adaptor, after all. There wasn't even any voice chat either.
Times have changed though and with an Internet connection being the standard in 2021, I think Resident Evil Outbreak is primed for a reboot. If Capcom were to use the same model as it did in 2003, we could have a real winner on our hands. Just imagine a collection of these Resident Evil scenarios offered at launch, which is then supplemented by DLC every few months. The base game would have to be fairly beefy, with at least five or six locations to complete, but then the world's your oyster as far as post-launch support is concerned. Add a new character here, another weapon or item there. Then a couple of times each year, there would be an entirely new scenario to work through. Keep the concept the same and I would be all over this â hell, bring back a few of the areas from the two original games. I'd love to visit that prison map and the zoo one more time.
So, as Capcom prepares a Resident Evil showcase for next week, which will contain details for a 4-6 player online mode seemingly separate from Resident Evil Village, I'm dreaming big. The Outbreak concept makes far too much sense for the multiplayer world we live in today â I really can't think of a better fit. And that's why it'll never happen. The closed beta in question will be something completely and utterly different to this, crushing my dreams in the process. Capcom hasn't teased or hinted at a reboot whatsoever, but I can hope and pray, can't I?

Aaah Resident Evil Outbreak, the online focused PS2 Game that had no Online Mode in Europe.
I think Resident Evil Outbreak is completely out of the zeitgeist and people wouldn't even realize it was a reboot. I think if they were going to create such a game they'd make a new (sub) IP, and then pay homage to outbreak in some way or another for the hardcore fans.

4-6 players has me hopefully itâs not another asymmetrical type of deal. Hope it can celebrate the franchise and put iconic heroâs and villains against each other in scenarios like Outbreak.
I did enjoy Resistance for the first two or so weeks but once Masterminds became leveled up and you got a noob on your team, it was miserable.
What I'd give, anything at all, to have a Zombie Elephant back in games again! Fantastic PS2 memories

Their recent multiplayer offerings lend to the idea they are very separated from what makes a good multiplayer experience (outside of Raid Mode and Mercenaries which I love). Here's hoping they do the reasonable thing and do exactly as this article wishes!

For me Resi games are supposed to be single player, lonely, creepy, gorey and slightly silly survival experiences.
I've never got into the more action focused or multiplayer games.
That said, no doubt Outbreak would be a good target for a remake for fans of that type of game.
Been waiting for this to be rebooted for a long time, along with Dino Crisis.

They wouldn't even necessarily have to make a "new" one. So few people ever played them that Capcom could cherry-pick characters and locations from Outbreak/File #2 and remake them in the RE Engine. Hell, I'd take a fairly straightforward remaster as long as it had updated controls.
@Brutal No one ever talks about or mentions Dino Crisis! A great classic survivor game back in the day. I've always wanted a remake almost as badly as Dead Space.
@kyleforrester87 i had the network adapter also. I played the heck out of everquest online adventures. It wasnt as good as eq on pc, but for a mmorpg on the ps2 it was pretty impressive.
I was supposed to got a copy of twisted metal black with the network adapter by mailing in a coupon for it and i never received it. Still pretty salty about that!
Capcom Japan's developer please remake Resident Evil Operation Raccoon City on ps4 and Xbox one with OFF Line 4 co-op multiplayer to be playable in main Campaign mode and create my own mercenarie male or female and teammates before starting game and create attire outfits and create code names and do training exercise and joined the umbrella cooperation as new U.S.S forces and earn credit points and unlock all new gun weapons and new attires and new special abilities cards and give us 5 slot cards and jump side by side to switch off with other 3 A.i teammates in solo mode if we get separated and solve puzzles and replaying re3 going through cemeteries clock tower park Re2 umbrella facility with train and police station going through whole city of Racoon and unlock a secret case to find hidden powerful weapons of Jack Krasuer bowgun and rocket launcher and linar Launcher.
Find all files from orginal Re2 and RE3 all collection can unlock the free D.L.C orginal RE3 Mercenaries mad operation Jackal mode.
So Capcom give this a chance and give us a separate OFF Line solo and 4 cooperative co-op multiplayer to be playable in main campaign mode as preorder titled Resident Evil biohazard umbrella cooperation of Racoon City bundles .
@ellsworth004 I never got into EQ, i always liked the look of it though. I was majorly into Ultima Online instead!
I played Twisted Metal online on PS2. That, Socom 2 and SSX3 were the only games I really played.
