To begin upgrading weapons and armor, you'll need to build a Forge at your Hideout. This building is one of the earliest unlocks, and only requires a small amount of Crops, Wood, and Minerals to construct. After enough searching of the environment and completing Castles, you should have more than enough to build one. When you do, return to the Hideout and build a Forge wherever you see fit.

You can then speak to Heiji next to the Forge and start to upgrade your gear. You can only upgrade weapons and armor pieces up to your current overall level, and the Forge itself will also need to be enhanced to further your upgrades past a certain point. Here are the cutoff points:

Level 1 Forge
Upgrade gear up to level 20
Level 2 Forge
Upgrade gear up to level 40
Level 3 Forge
Upgrade gear up to level 60

When you unlock the level 2 Forge, you can add non-legendary Engravings to your weapons, which provide bonus perks and percentage-based increases. At a level 3 Forge, you can apply legendary Engravings. If you're ever short on upgrade materials, the Forge also offers you the ability to dismantle unwanted weapons and armor for the resources you need.
