Final Fantasy 7 Rebirth: Absence of a Sign Walkthrough
From Whence Life Flows can be claimed off the Community Noticeboard in Cosmo Canyon. It comes with a recommendation of Level 38.
Bugenhagen's Request
Begin this Side Quest by speaking to Bugenhagen in the Cosmo Observatory. He wants you to do some field work surrounding Lifesprings in the area.
Measure the Mako Frequency
You must now find a dead Lifespring near to Cosmo Canyon. Using the map, head for the little alcove just below the village to the south. It's directly east of Activation Intel 3: Dried Oasis Tower.

You now need to find another 2 perished Lifesprings in Cosmo Canyon. Use the new map to find them again, with both locations on the northern side of the gigantic rock that shoots out of the western side of Cosmo Canyon.

You must find another dead Lifespring, and this last one is actually a very sneaky one. If you analyse the picture you're given closely, you'll notice the compass is pointing to the bottom-right rather than upwards. This means you can't take the image at face value because north isn't pointing up. You'll need to correctly orient yourself; please use the screenshot below to find it:

Once again, the picture to help you find the Lifespring this final time is deceiving. North is actually south, so you need to take that into account when looking at the picture. Here's where you'll find the Lifespring:
