What's the Gallows Puzzle Solution in the Yard in Silent Hill 2?
After finding all the weight in Toluca Prison, a Gallows will appear behind the Scales in the Yard. It asks for an Execution Lever, which is sourced by placing the weights on the Scales so that the dial points directly upward towards the sword. For the solution to that, see the image below:
Insert the Execution Lever into the slot on the Gallows, and two doors will open in the stone in front of you, revealing 6 poems. The first half of each has been bolted into the Gallows, and you need to correctly match up the second half by cross-referencing the poems. The problem is there are 2 different verses that correctly fit each poem, and it's random which set you'll get. Therefore, below, we're going to present the first part of each verse, and then the starting line of the 2 correct responses. You'll need to correctly choose from the set of responses you're given:

For your grace I do not plead,
For the flames I did set free,
Sisters shrieked and children cried,
No one made it out alive.
Correct answers: "Though the young ones' deaths I mourn" or "I watched them burn"

The wealth of others I did take,
The seventh statue I did break,

I had my reasons, that is that.
Correct answers: "The reason, I have to say" or "What were those reasons, you might ask"

I took the child, you are quite right,

Correct answers: "My only daughter, joy of days" or "Forgive me child, for I have failed"

Once the sun has ceased its reign,
I cut through the rusty chain,
Pushed the door and snuck within,
Filled my pockets to the brim.
Correct answers: "I departed with great haste" or "So, my guilt is plain to see"

Mommy dearest, mommy sweet,

"Why, oh, why?" you shouted,
When my knife pierced through your heart.
Correct answers: "You were, oh, so, kind to me" or "You broke my legs, I couldn't walk"

I waited long, I bid my time,
I waited to commit my crime,
The man appeared, he saw me not,
A bloody end is what he got.
Correct answers: "In truth, I did not hesitate" or "In truth, he was less man than beast"
Once you've correctly lined all the poem entries up, there'll be ropes hanging from the Gallows on each side. You need to select a rope and interact with it, with the Roman Numerals up above relating to the poems. The one you pick needs to be based on the poem you believe depicts the worst crime; one without proper reasoning. If a poem depicts a person defending themselves from someone else, then they're not the correct answer. In our case, V was the correct answer.
If you pull on the wrong rope, James will fall into a dark pit full of enemies. You can run away to the ladder in the back and return to the Yard and select another rope. You'll have made the correct choice and be allowed to progress to the Labyrinth when a much longer cutscene plays.
