The Chainsaw is a Weapon you'll only be able to unlock in a New Game+ playthrough. It's not possible to find it during your first, standard run. Once you've beaten the game, you can begin a New Game+ playthrough, and the Chainsaw will be located just a few minutes in. After meeting Angela in the Graveyard , you'll follow a path to the Silent Hill Ranch . On your right, just past the sign displaying the same name, will be a Chainsaw sticking out of a pile of wooden logs. You'll hear it whirring before you see it, so it's difficult to miss. Interact with it and you can use it for the rest of your New Game+ playthrough.
