You'll unlock New Game+ after completing your first playthrough and unlocking any one of the many Endings. Via New Game+, you can obtain new items and earn more Endings that weren't available in your first playthrough. How to Start New Game+ in Silent Hill 2

After completing your first playthrough of the game, return to the main menu and select New Game. On the next screen, there'll now be a new toggle called Game Mode that lets you switch between a Default playthrough and a New Game+ one. As the description says: "New Game+ gives you access to additional items, graphic modes, and endings." You can choose between the new Graphic Modes at the bottom of the menu on this same screen.

What Carries Over in New Game+ in Silent Hill 2

New Game+ works a little differently in Silent Hill 2 compared to other games, because nothing carries over from your first playthrough into a second. Any follow-up playthroughs will start you with the same inventory items, and you'll need to find all your Weapons and Collectibles over again. The Trophy descriptions state Memos, Glimpses of the Past, and Strange Photos must all be collected within a single playthrough in order for them to be unlocked, so you can't carry any Collectibles progress over either.

What New Game+ is doing here is expanding the scope of the original game by adding in new items and Endings for you to aim for. The point of a New Game+ run in Silent Hill 2 is to obtain those and unlock new Endings, some of which are from the original game and others entirely new.
