In order to complete Where Is the Fantastic Bait? , you'll first need to fill your Data Bank with the information on 20 different fish. You can follow this guide for all fishing spot locations, the best bait to use, and where to find certain species. Once you've got 20, visit Clyde in the Great Desert About the Fantastic Bait . You'll then be able to visit Roxanne in Xion Information: Fantastic Bait .
Armed with this information, you'll be able to travel to the Wasteland Plant fishing spot location, dive underwater, and enter the gap at the back of the pool. Follow the path until you reach a crate, and open it with the code ∅∅∅βββ . This will unlock the Fantastic Bait , which you can use to catch two Jumbo Fish in the Great Desert
