You'll find the Hotel Lobby Safe location immediately to the right in the room you access from behind the reception desk at the very beginning of the Hotel Lobby chapter. In order to get the Safe code combination, grab the ladder from near to the bar and prop it up against the broken hand rail next to the staircase. Then shimmy along the wall to the right (away from the broken lifts) where you'll find an Artefact named Note to Staff among inside a discarded luggage case.

The Artefact mentions that the Safe code combination is 22-10-56, so now we know how to open the Safe in Hotel Lobby. Return to the room just behind the reception desk and open it up. There's a Training Manual inside, alongside some supplies.
