I generally hate these console exclusive timed dlc, especially in AAA titles that are already guaranteed to be best sellers. Like how much money does Rockstar need?
Anyway, the dlc itself seems pretty meh at least. Not as important as a map pack or something, which i suppose is worse to be timed exclusive.
These type of deals are never worth worrying over. Companies do it for the joint brand recognition if anything.
