It really doesn't affect me much. I'm signed in right now and been able to sign in without much problems during the entire maintenance period. PS Store is down but it's not like I was planning on buying anything tonight.
The only annoying thing is the fact that my PS3 tends to freeze whenever I get the ''PS Store is under maintenance'' message and refuses to let me go back, even though there seems to be an option to do so.

It makes sense. Microsoft will obviously rush their next-gen console while Sony will take their good sweet time with the PS4. After all, the PS3 is still selling like hotcakes. Honestly, I could care less about the PS4 right now. They could wait until 2016 or 2017 for all I care. There's still plenty of life left in the PS3.
I don't think Sony is in any position to launch the PS4. They need to worry about making the Vita sell like hotcakes first. Not to mention that the PS3 is selling very well. Why switch to a new console now? Even if the PS4 launched in the next two years, I probably still wouldn't buy it at launch. There are just so many PS3 and Vita games to play right now that I'm not even interested in the PS4 right now, and I'm sure that I'm not the only one.
