You clearly arent a fan of the racing sim genre or all the above would have been old news. Its very much in development you are correct, its at the qaulity assurance stage of development. But again if you researched a little more then you would know that but the fact you havnt just proves you dont care. Pcars was huge on ps4 so of course the follow up was coming and the success of this game helped assetto corsa port over to console. If gt sport was on ps4 pcars still would have sold as its different in many ways in terms of the racing it brings and how it delivers it. I usually enjoy push sqaure material but this was crap.
