For a physical disc game a developer would have to create a patch that recodes the game to remove the duplicate assets and tell the game how to use just the original assets. As a result the entire thing would have to be copied to the drive which would result in a larger installation than prior.
For a digital release, the developer would have to recode the whole game and release it I. the store as a PS5 version only as it would not work on a PS5. Then you run into the problem of do they charge for it or offer it free with validation that you own the PS4 version.
