I can make purchases directly on my Vita, but if I try to buy something through the web store it always rejects my credit card. It also rejects my PayPal account. I have given up on the web store.
I am sure that Naughty Dog were not happy that Sony insisted on having an Uncharted game made by another studio for the Vita. I am sure that within ND that game is considered to not exist.
I tend to agree with the author of this article that the Vita was doomed to be a niche product simply because the market was not there by the time it launched. It was targeted at teens and young adults. That happens to be the demographic that is most obsessed with smart phones. They live their lives on their phones.
I really can't blame Sony for deciding not to invest any more money in dedicated handheld game machines. Any such device launched into North America would struggle to gain traction against smart phones and tablets. It does beg the question though of how Sony will handle the Japanese market in the future. In Japan handhelds are king. Are they going to allow Nintendo to take over the market share there or are they assuming that eventually the Japanese will also switch to gaming primarily on mobiles?

I never have, and never will support games that use micro transactions.
