I have a dreadful feeling they plan to copy NSO on this and make PS1, PS2 and PS3 exclusives available for PS4 AND 5 but lock them behind a rental fee and streamed only. This would be very ok. But not ideal at all. Game streaming simply isn't there yet with the latency issue. I would be extraordinarily disappointed with a move such as this.
Ideally they would copy GamePass and emulate whatever they can that's possible and make them downloads that are individually purchaseable. This would be a HUGE influx of amazing exclusive titles and could be the greatest modern business move in video gaming, if they allowed our former purchases via the PS store on PS3 to be part of this. The older gen games (especially PS2) have been largely untouched for ages. If they somehow made it so our old Discs would work as keys for downloads like Xbox does, holy crap, watch out Microsoft. I adore my PS4 as is, but if I could have a complete library of older titles as well on it? I don't think I'd ever touch my Xbox again.
